2014 - Third APEC Ministerial Meeting on Food Security

US opinions:

Billy (Pamela G. Bailey), the President and CEO of US Grocery Manufacturers Association (GMA), gave some advises on food safety of China: Industry and regulators have to strengthen cooperation; Strengthening international cooperation through APEC; Learn from each other best practices; concerning the Confidence-building of consumers, and so on.

2.With the expansion of global trade, in Bailey’s opinion, both of the developing and the developed countries are face the common challenges of food security, lots of ingredients of many products in the United States are imported from China, Although the United States in 2009 has reformed the food safety laws, the US Food and Drug Administration (FDA) can not be checked very comprehensive, he have to rely on the food safety system of his strong trading partners. US food system needs to be treated as a whole, clear responsibility to all participants. The prevention and accountability for US foreign food system should be strengthened.

Chinese opinions:

AQSIQ Deputy Secretary Wu Qinghai, said food safety issues can not be solved only by government regulation, the corporate, the consumer, the industry organizations, the media, academics and even the whole society are important actors,but the corporate is the first responsibility. The consumers do not trust the government management capacity on food safety, neither on what the industry said.

Facilitating adoption, utilization, extension and transfer of agricultural technologies.   E. Accelerating transformation and upgrading of the agricultural industry and promoting sustainable agricultural development.

Strengthening cooperation in seed development.                                 C. Strengthening prevention and control of trans-boundary animal and plant diseases.     D. Protecting and developing significant agricultural heritage and boosting modern agricultural and rural development.                                                 E. Strengthening exchange and cooperation on management of food supply chains.       F. Enhancing policy coordination and cooperation on food security.                    G. Liberalizing and facilitating agricultural trade and investment.H. Strengthening internal exchange and cooperation among APEC economies.
